From 1 November, Rostec State Corporation starts its pilot project for issuing e-signatures to Russian citizens abroad. Processing points will be established in the post-Soviet states on the basis of agencies and institutions within the jurisdiction of the Ministry of Foreign Affairs of the Russian Federation and Rossotrudnichestvo representative offices.
The aim of the experiment, that will last till 31 December 2025, is to provide remote government services to citizens of the Russian Federation, including via Government Services (Gosuslugi) web-site. E-signatures will be issued to Russians by the Osnovanie certification authority (JSC Analitichesky Tsentr) established in cooperation with Rostec’s RT-Project Technologies and Seldon Group.
“This service is a part of a major project that will provide an opportunity to our fellow citizens to use government services from anywhere in the world. Due to the partnership with the Ministry of Foreign Affairs of the Russian Federation, Rossotrudnichestvo and TASS News Agency, the first Osnovanie Certification Authority offices will start working in Armenia, Kazakhstan, Kirghizia and Uzbekistan. The first results will be jointly reported to the government before 1 October 2025 to make a decision on scaling the project to other countries,” pointed out Aleksandr Nazarov, Deputy General Director of Rostec.
The service is expected to be very popular because the estimated number of Russian citizens living abroad is several million people.
